German Technical Cooperation
GTZ (German Technical Cooperation) has been supporting Georgia for several years through number of cooperation projects and programs committed to political and economical reforms, improvement of legal and juridical systems and local development. It is currently running a project Support to the Chamber of Control of Georgia (Jan 2009 – Dec 2010) the main objective of which is to provide support to the Chamber of Control of Georgia (CCG) in the development of an audit methodology for the control over utilization of public funds in accordance with internationally recognized standards.
Memorandum of further cooperation between GTZ and Chamber of Control of Georgia (CCG)
Within the framework of the support project an agreement of bilateral cooperation has been signed by GTZ and CCG on the 24th of August 2009. The above project, which includes sharing experiences based on real examples and their outcomes, will provide support to CCG in the following areas:
- Compliance of the new legislation on CCG in line with INTOSAI standards
- Audit of Local Self-Governing Entities
- Audit implementation over infrastructure objects
- Probation and professional training of Georgian auditors in Germany
- Evaluation of the CCG audit practices
Seminar on “Performance Audit” in Batumi, Georgia

GTZ (German Technical Cooperation) delivered a seminar on the subject “Performance Audit in Budgetary Organizations – legislative principles, preparation of the pilot audit” for the representatives of the Chamber of Control in Batumi, Georgia. The seminar was delivered by the representative of the Chamber of Accounts of Bremen Jens Güse and was dedicated to the introduction of the techniques of performance audit and included practical examples and preparations for the pilot performance audit which is due to start in September.

The seminar was delivered by the representative of the Chamber of Accounts of Bremen Jens Güse and was dedicated to the introduction of implementation of the performance audit. This exchange of experience and knowledge was very valuable for the CCG which actively works towards the introduction of the performance audit in its Institution.
Monitoring of the local self-governing institutions in Germany – the Practice of Comparative Audit

During this meeting guidelines based on the conducted audits over the local self-governing institutions in Germany were proposed by the GTZ expert Mr. Jürgen Lehmberg in order to support CCG in the implementation of the best practices.
Seminar on “Evaluation of the annual report on the activities of CCG”

An overall analysis of conducted audits based on the CCG 2008 annual report and audit documents was performed by German audit expert Lothar Spielhoff. Based on German practices, proposals for the acknowledgement and improvement of audit documentation have been developed and presented.
Seminar on “Audit processes and their compliance with INTOSAI standards”

During this meeting the expert from German Supreme Audit Institution (SAI) Mr Pelzer reviewed the types, methods and effectiveness of performance audit. The main purpose was to analyze the new law on the CCG and the compliance of audit processes with INTOSAI standards, as well as to review the reached objectives related to the issue.
