 Public Sector Financial Management Reform Support Project (PSFMR-SP), the objective of which is to provide international technical and financial assistance to the public administration of Georgia, has been initiated in 2006. Among the major contributors to this fund are the World Bank and the joint group of the Development Partners (DPs): Swedish International Development Cooperation Agency (SIDA)the Netherlands Ministry for Development Cooperation (Koninkrijk der Nederlanden) and UK Department for International Development (DFID).

The initial project implementation period was February 2006 – March 2010, however following further financial plans it has been extended till March 2012.

The main purpose of the sub-project Public Accountability and Oversight of Public Financial Management is strengthening the institutional capacity of the CCG to more effectively and efficiently control the management of public resources. An investment grant in the amount equivalent to 1 783, 816 US Dollars has been contributed to the CCG on terms and conditions consistent with the sub-project.

The following activities have been undertaken:

  • Development of the Human Resources capacity of the CCG that included participation in the training programs and workshops;
  • Organization of business trips that allowed the establishment of contacts with external audit institutions of developed countries;
  • Participation of the CCG employees in the ACCA courses (40 members of staff);
  • Material base support that included new furniture and laptop computers

The Project will continue to support actions intended to improve Public Accountability & Oversight of PFM. The activities will focus on:

  • Capacity building including on the exchange of knowledge with SAIs of developed countries and on-the-job training of the CCG auditors;
  • Support for the establishment of professional working practice including the  implementation of audit software;
  • Strengthening external relations capacity that will include improvement of information and communication system, publication of booklets and improvement of the webpage.
